extenders are FF+2,1 or FF+3

You can get it off of multiple launchers and add in extra hits. Such as:
F+2, U/F+3, 2,1, 2,1,1+2, Rage Drive, FF+1

How do I properly play steve?

I've been doing my best to use his peek a boo to lead into knockups for some combo damage and swaying to avoid high uppers.

I really like the idea of a very few kicks character but his stomp and hook punch seems to be so limited in range against most characters online.

Any particular bread and butter combos I need to learn as him to do better? I just got 3rd dan but I started going 50/50 now in my fights.

Why do I keep ranking up in online play?

I haven't won a match in the last 10 fights, but gained like 3 ranks. I keep fighting better players and stand less and less of a chance lol

and then at the wall you have

b4, 2,3
or even f+1, 4 for something even easier
