i looked on swtor to see if anyone else was pissed and apparently the increased speeds don't even work. somebody with tier 5 raced a guy with tier 3 and they were going the same speed.

don't buy the kingpin chips from the cashier. buy the smuggler. only reason to buy the kingpins is if you're extremely impatient.
there's a black version of the euphoric corellian armor, a few companion customizations (elara's is the only good one but her original face is better anyway), gamorrean comp, rancor mount, and the kingpin blaster rifle which is probably the nicest blaster rifle in the game.

doesnt the legacy speeder thing only lower the level you attain a speeder rank? is it possible that you already have it at 70 but they didnt make you go to a trainer and its showing the wrong tier in your class skills page? i might be crazy but i just logged in and i feel like its faster and i havent bought anything

What does that mean? You don't need kingpin tokens at all to win the jackpots, or just when you're buffed?
buy smuggler tokens -> get kingpin tokens from smuggler slots -> use those kingpin tokens instead of buying from vendor

screencap this, if you bought the character unlocks for mount speed and youre level 70 all you did was needlessly unlock them on a lower level and wasted your credits, you already had it, its just that the tooltips and whatnot were wrong
you'll pretty much always have the buff. it's not rare. and you can only win the comp/mount from the kingpin jackpots. smuggler jackpots get you a token for the rewards vendor.
