It's kinda hard to lead a bike gang in a school. As for Togami, it's not so much his talent but what allowed him to "achieve" that talent that really shows in game. A lot of the students just get shafted by really being unable to utilize their talents in the setting. e.g. Soda has a pretty op ability, but the lack of materials hamper his ability to shine. But when he does get the parts he needs, he can do a lot(like repair elevators or mod cameras to have increased range)
