So long as he doesn't hit an enemy master with his NP he's basically just a mid tier brawler, and even if he does its one of the few offensive NP that is entirely non-lethal so there's no guarantee it'd achieve anything before their servant probably pulped him

Her NPs/skills are actually pretty decent as well, and she's a stupidly skilled duelist besides.

She'd be creamed by any of the top tier servants but she isn't weak. She's just very average in terms of powerlevel.
