It's certainly an interesting question because while Ouma is pragmatic enough to say such a thing he'll reply that maybe his followers are happy with him gone if Saihara asks him about them (Even though his motive video implies something bad happened to them too) and claims no one will miss him early on.

At the same time he also lies about how he or his brother killed their parents, but on the off-chance that's not a lie it's possible his tests of character stem from how he knows too personally how blindly trusting people because they're 'family' or 'close' is just as bad as not trusting anyone.

I already answered this a couple of times, but I can do it again - Because my experience with her from DR1 through DR3 made my emotions go on more of a rollercoaster than they've done since I was like 15 years old.
