I try to get her to use different guns... also she refuses to do stealth, shes always Bonnie with the Ricter mask, Heavy Armor, Light Machine Gun, MPK, with Grenades and Medkits.

Themed passive bonuses unlocked by spending points gained from experience.

Fully unlock one deck before starting another.

They were added a long time back, some time after you left.

Like said they give passive bonuses to either you or your team.
Eg one deck gives you damage resist when in close quarters with multiple enemies, and melee striking them will heal you on a cooldown. Another one grants your team a small damage resist as long as you deal constant damage.
