I'm playing Enderal but getting some inconsistent lag, it's mostly in the overworld. I've been tweaking the settings but it's still dipping noticeably below 60.
I tried some fix I found on plebbit through google, putting imingrasssize=50 in the .ini. If it helped, it didn't help enough.
I played around with the multi threading options but it only seemed to increase my load times.

I have a pretty decent PC so I should be able to handle it in my mind.

how does TK Dodge's Step Dodge feature work? I assume it replaces the rolling animation with a sidestep but when I ticked it, it doesn't change anything. I reran FNIS but nothing changes.

It's really up to taste. Both are awful for very similar reasons.
If I had to choose one I'd say ESO because it has no sub. XIV can't justify 10£ a month at all.

I'm retexturing an item and whenever I select a file it goes through the FULL file path straight from C: instead of being nice and clean and starting from the data folder. It works, but I feel like it might break very easily this way.

My guess is that it's something photoshop related or maybe the plugin itself. If you can't sort it out I'd recommend paint.NET, it's an excellent free image editor with native dds support.
