Once you've spent money on the largest quartz option 3 times, you have to go to the My Room menu and keep listening to your main servant's dialogue until a message box pops up telling you that something strange is passing through Chaldea.
After that, go into the interludes section where a new pink tab will appear. There are 8 girls with scenes thus far (Altria, Ishtar, Altera, Nero, Tamamo, Liz, Ushi and Nightingale) and any of those in your party with at least 5 bond levels will have a mission under that category. EN will probably not have any at release however.
