Military factories are almost useless for profitability, they are mostly for your army and will rarely turn a profit. So explosives aren't good. Wineries can be good, so can be luxury goods. Money usually comes from consumer goods
What about clerks, intellectuals, craftsmen and soldiers?

Military is good for keeping soldiers happy and promotion, but don't always need to be high. Usually education is as high as possible. Admin depends on how is bureacraut in your states, but it's not terribly important.
