Giving Roy better bases doesn't solve his problem, not unless they would make him effectively a pre-promote.

They need to give him a promote before the end of the game, just like a sequential step, fuck it, let him promote twice if you need to.

I really liked how it worked in Fates, I'd be very happy to see that system return. Weapons last forever but they are a little rarer and there's a tonne of variety with them.

It seems like in Arena, half of the time you'll be getting something like unit #2 buffed by #1 and #3, and the other half they're buffed by #1 and #4. Just alternating means you'll get overlap on the first option, and going Hone/Fortify/Fortify/Hone means you'll get overlap on the second.

I feel like I'm just being dumb and there has to be a more intelligent way to set this up.

Roy's problem main problem are his atrocious bases. His growths are actually pretty good (by fe6 standards) so better bases would make him much less of a dead weight.

You go Hone x3 and fortify x1. Your single fortify unit should be more of a back up/support unit so that he can stay within range at all times without having to worry about positioning for the enemy.

If they ever do Fates style weapons then I strongly hope Silver and higher rank weapons, save for brave weapons, get less harsher penalities. Sure having a few weapons minimized to being burst only is fine, but when you lock out good portion of mid to end-game weapons and make them mostly unusuable due to how often enemies will attempt to swarm you and/or put your unit out of the fight for multiple turns... well it becomes a problem.
