What 30AP Quest? I've been farming 30AP Ember and it runs fine to me.
There's no 40AP node of the Event Quests, these are nodes that require doing them three times for completion, and the last one is bugged so you never transition to the third battle.
The green ones, I'm pretty sure those are the only ones that say Event Quest.
