To be fair Shadow can still use it just fine.

It was nerfed in a few very fringe cases, like shadow using the "ignore wards" cards. Practically speaking, you're never going to see this happen, but barely anyone outside of aegis even ran ToS to begin with and aegis sure as hell won't run it now. Considering it was basically a support for aegis, it's pretty fair to say it was nerfed.
