There's no rate up, there's nothing you should spend money on when you can just reroll for now. Spending always goes up during rate ups like always, especially with the first rate up being Gilgamesh who most secondaries know about, but I keep finding it absurd people are throwing money at it at the moment at least. You can get more than enough quartz just going through the story for now.
