I'm not gooing to defend the lists but you're not reading them right.
T2 worthiness tells you how much better the T2 makes them while the character tier list how good the character is.
Top tier in T2 and meh in character means Satana becomes a lot better with T2 but is still not good at the end of it.

Basically. You gotta read both lists to determine who is really woth the trouble.
If character A and character B are both in the same tier at T2 but character A is a lot better than B at T1 the T2 worthiness list will tell you that it's better to T2 character B before A.
That way you'll end up with a top tier T2 and a good T1 character instead of a top tier T2 and a bad T1 if you would have done it the other way.

You know how Strange's debuff allows him to nullify any SL floor restrictions? Well, Satana can do that too but slightly less effectively. Strange can remove ALL BUFFS by 100% whereas Satana removes them by 80%.

Sometimes there's a bonus amount given too, usually only on the higher packs
You can do this 5 times
