Are there better times to be doing friend summons, like increased drop rates for 3 stars or should I just use them whenever?

During events you can pick up the limited time CE.
Or at some points some rare characters will be available to summon with friend points.

To add to what has said, Leonidas and St. George are among the best characters at what they do, and Robin Hood is both the second best archer that's currently available in the game and still a useful and viable character even on jp.

There are very few characters that are completely worthless (example: Mata Hari) and only a handful that are generally not worth using (example: Spartacus). The majority of characters are usable, and some are actually great specialists that shine in the right team (example: Asterios).

I wanted to ascend my Cu but looking at the materials now it doesn't seem like such a good idea.
