The problems with medium armor are obvious, so why haven't they been addressed?
First of all, dodge scales exponentially, so going for any dodge at all means you benefit the most from going for as much as you possibly can. Low amounts of dodge need to be stronger.
Secondly, anything over 25 detection rate may as well be 75 detection rate because sneaky bastard and low blow only care about the 5 and 25 rate breakpoints. There need to be more things that care with higher breakpoints.

There's a mod that lets you buy primaries as secondaries and such, but I can't think of how it would fuck the game up too much.

Basically any secondary has some sort of primary that's pretty much interchangable.

DW/Mayhem are honestly more about knowing which of six combinations of weapons, skills, and perk decks are actually viable. Overkill has been a joke for the longest time.

loadout viability is only a problem on OD you can use anything on Mayhem/Deathwish
