They did rework Rammus

Malphite needs a full scale rework and they don't have the time.

Their issue with Zac is basically that his Q is very uninspired with a very lackluster teamfighting play style. You E in, ult and spam Q or W, so they gave the Q more oomph.

and no, they are not going to revert him. New Zac's great even if he's overpowered. The kit can be balanced.
