IC engines are just good at getting good compression ratios, but with enough turbos, you should be able to get high enough compression too. At that point you just build a flame can and cumbustion chamber, and you have yourself a jet engine. People do it all the time on youtube.

The free market will fix it because charging an EV is cheaper than gas and most people only lease their cars and then trade up. Manufacturers will just make more EVs and more people will buy them for the reduced chance of major breakdowns and low cost of ownership.

Also, as the lax emissions standards motorcycles are held to and exemptions for classics might tell you, the less of something there is, the less important it is for it to be clean and green, so once EVs become a natural majority, emissions regs for cars will stop progressing, because almost nobody will have an ICE except for enthusiasts.
