I think you're misunderstanding something here. Every armor piece shown in the video has an active skill now. Multiple skills of the same name stack up for better bonuses. So complete clownsuits will still have active skills as long as the armor pieces have a skill on them.

Look at the video again. Armor skills are now all ACTIVE and have tier levels that stack. It doesn't work like how it used to anymore. As long as you equip an armor piece with an armor skill, it will be active.
