Charge/Concentrate, but it has a higher chance to miss. They charge for more than just 2x (it's like 2.2x or something) and because of defense they do more than two hits put together.
I remember that fight being pretty luck based. Try summoning some burner demons for him to wipe out.

Apocalypse has a tutorial for this. Critical Eye/Smirk Charge -> Charge/Concentrate -> Attack/Spell. Landing consistent 2.5x damage crits is always exceptionally satisfying.
Fun mode: Critical Eye on Matador.
Critical Eye -> Andalusia -> Andalucia (Smirked) -> Repeat
I know Charge is more practical, but I like seeing 24 subsequent crits.
