Steel wheels are cheaper, as well as significantly stronger. You can run flat on steelies without permanently damaging them. Think about the strength of aluminium vs the strength of steel. There's a reason your car's frame is made out of steel.

I thought black wheels are a relatively new phenomenon, from what I remember most pre-90s cars came with grey steel wheels.
They're cheap, you don't have to care about keeping them nice, you don't have to worry about potholes, and even if you do hit a bad pothole you can take the wheel to a tire shop and 9 times out of ten they can bend it back and you'll be on your way.

My red volvo has black steelies. I like that look. But damned if I'm not tempted to get my summer rims done up like that. I'm getting stainless, closed lugs soon, and that might go well together. Or go white instead of silver on the edge.

The paint that is the best paint is the paint that acts as a rust preventative...so it must be GLOSSY paint.
Common silver wheel paint is glossier than common black wheel paint. So go with silver if that is your choice.
Glossy paints have gloss additives that add to long-chain molecules that make it harder for moisture and air to get to the steel wheel. Flat and semi-flat paints are more prone to letting the wheel rust.
