You can do most bosses wtih a 100m bank. Nothing other than raids and zulrah are particularly hard to learn. I'd suggest doing gwd because most of those pets are cool and you can get okay loot.

go to the temple north of falador the tele grab the zammy wines while spamming curse on the monks from the safe spot, make sure to splash it
each wine sells for like 1.4k on GE so you make quite a bit of starter money leveling up magic and paying for those laws too
