Yugu is best Halle babysitter. If you don't have Halle, it's pretty even between Cog and Yugu. Cog has DATA buff but Yugu has shield/charge bar/much better crit. Yugu is also a great choice if you feel restricted by Tezcat. Both are good. Don't bother with DLF.

The most important part is damage cap up as she gets rolling. However she didn't get a single thing that would help her not lose stacks. The dodge cooldown is cut by two turns but ONLY if she gets hit - good for cheesing triggers but not for maintaining damage. Hype on ougi helps her ramp up faster and DATA buff stuck to her useless second skill means she deals more damage faster.
Third skill is still garbage.
