You probably have about 200 quartz right now, and Mordred showed up after 4 months on the JP version. So if you only earn the login bonuses, master missions, and tickets each month, you should end up with about 450 quartz to work with. The odds of you getting her with that are roughly 65%. But naturally you're going to keep earning quartz from events and stuff, so assuming she does take 4 months to show up that's just a low estimate. You've got good odds.

He has a lot of hp, but his active skills are only useful for one thing and it's a thing that rarely happens. His attack stat is extremely mediocre, but it doesn't matter that much. He's usable, just not amazing. You'll probably use him less the longer you play as you get more powerful servants. Pick who you like not a meme list. It's not needed to play the game.
