Sounds like you have water in your system.

Get it warm and bleed it. With DOT3 and DOT4 you should be good down to -20C and that's only when it starts to give some problems and there is an additive to push it a little lower. But unless you are seeing -20C then you definitely have water in the system

Had a little search, castrol makes a dot 4 fluid for low temps. So maybe something like that if it's the harshness of the climate?
