I just cast Mutagenic Bolt on a Blood player's two Spawns. I was resigned to lose, since their face damage left me at 3 and he had an evo point left, but he conceded before his turn even arrived.

She's a good card but she's low tempo and this meta is very tempo-driven. I wouldn't say 100%, it depends on the list. Eachtar seems more important than Cerberus these days, most Shadow lists rely on him rather than Cerb Howl.
