Stukov just ruins his hopes and dreams. Valeera used to shut him down really hard with her silence but she's a garbage character and his AoE would cancel her stealth. Stukov is one of the best support characters ever and his instant ranged silence shuts him down so hard that even with 50 armor he goes down in a second.

He only gets out of control once you finish Vigorous Reuptake. Without that he's only about Lucio-tier.
Granted, Lucio-tier heals with his incredible AAs, push ult, and easy-access silence is a little much all together.
