European and American engines of similar power output have surprisingly similar fuel consumption (e.g. N/A V8 Corvette and turbo I6 BMW M). I don't know what the conclusion of that is, but I know that engines are smaller in Europe to begin with. At the same power to weight ratio lower weight is better suited to Europe and higher power is better suited to the US.
