tfc heavy had 420 health without needing overheal, could actually move, revved up faster and dealt consistent damage from any distance. he was also completely balanced in the context of high level play.

There should be a downside to switching away the BSS's effect, possibly a temporary mark for death or something. I could see it being heavily abused for both rollouts and with items like the KGB that let you go on total rampages.
Also the faster consumption time probably wouldn't work, if only because it'd require the eating animation to be sped up or truncated, and both would look awkward.
