Currently playing through KH2FM on Critical for my first playthrough and am at the underworld now.
No matter what I do or what world I visited, most enemies just killed me in two hits. How do I git gud?

Underworld is the first roadblock for many on their Critical playthrough. You have to learn how each and every enemy telegraphs their attacks, which ones to block and which ones to dodge.

Does your effective HP literally never increase? I mean, it's a step up from 1.5 but it's kinda annoying at times.

critical max hp is uhh
normal and proud you gain 120 hp from bonus levels (aka when you defeat a boss you see hup up)
in critical you only gain 60 hp

Would KHII Critical still force me to get good despite my bad habit of overleveling?

Yes. Being max level isn't really going to make the Transport to Remembrance that much easier, or many of the other areas. It'll help you live a bit longer on weaker mobs but the stronger stuff still drops you in about two or three hits.

Critical halves your total HP so it won't be anywhere near what you had on easier difficulties.
