It’s not about that. If you are in need of help, finding a Police Officer is usually a good idea. They are there “to protect and serve” the public (supposedly). If you’re in a panic and/or it’s dark out, you may miss the cop completely because they are stealthed-out for muh traffic tickets.
I understand the need for undercover cars and officers, but having regular patrol cars stand out should be required.
