It really depends how far back you want to go. For a while, the Ottoman dynasty refused to call themselves Turks because they thought that was a peasant identity (so to speak). This was the same case elsewhere; when Romania united, the nobility refused to speak Romanian (they spoke Bulgarian) because they too thought it was a peasant language.

I think it's because if you were conquered by Rome, life ultimately didn't change much and the regions were super autonomous and basically carried on as they were before the Romans came along.
The only differences being you paid taxes to the Roman government instead of whoever you did before, and you joined the Roman army instead of your local one. The Roman army probably paid better too.

IIRC there were some big differences between upper class and lower class turks. Main one that comes to mind at the moment was that Turkish as spoken by the upper class was like, 80% arabic loanwords and 10% persian loan words.
