I've got a hole rusted through the bed of my Tacoma pretty much right on the wheel well. What is the best course of action to fix this shit? I've been thinking I might just replace the 2 panels completely but I imagine that will be expensive as shit.

Wire wheel the rust away. Weld a thin metal plate to your bed. Alternatively, wire wheel and duct tape
Thats what I was thinking of doing, although I imagine it will look like shit. A body shop in town gave me a $500 estimate to fix but I imagine they won't do anything other than weld a plate to it.
put a bed mat/cover/coating over it and call it a day.

Cut it, primer it, spot rivet a plate and paint all of that. Then maybe get a bedliner.

For body work that's pretty cheap

>grind the hole open
>find out how far the rust goes
>clean off the rust
>cover it up with rust converter
>leave it into a dry place for ~30 hours
>clean the inner panels and cover them with either paint or mastic
>find a metal plate
>bend and do stuff to match the hole you have
>leave an opening hole near the big hole
>weld the plate in place
>cool the thing down
>use spray paint or sprayable mastic to cover the welded plate from inside
>mask up the hole.
