Medica 2 is fine on large pulls, plus it helps to cover that one aoe your BLM or SAM is likely to not move out of.
However there is no reason for that WHM to be casting med 2 while the tank is that low.

Potency per MP, Medica 2 is the most efficient GCD spell in the WHM toolkit. You really can't blame WHMs for wanting to use it.
