He is supposed to be the boss before the final boss of Final Fight. The only one other than Damnd who doesn't use a weapon yet is more dangerous than the ones before him who do. He is supposed to be stronger than Hugo who is just a normal enemy. And his stats in additional media like the CFN list him as bigger than Hugo. So they basically had to make him have those proportions when they chose to have him unless they went the Birdie route of making him weaker.
We already have too many wrestlers in SF and it would make him too close to Hugo. I would still like more though.

Running punch with armor is a special, he does an EX version, the flipping hammer blow is one and the repeated uppercuts are, for the same reasons. He has a command grab obviously, since he has a cinematic grab and there's an ex version and also how in hell would he not have one, you knew he had one as soon as you saw how big he is right? I would guess that's all of them.
Chest parry is the V-skill? Also the V-trigger looks very similar to Birdie's, but it's not clear what the properties are.

Oppressive characters are top tier. Oppressive gameplay, and setplay in general is anti-hype. That's why honest, struggle characters with huge reward like Kurogane are super hype, while Nine is essentially the personification of a yawn
