Herc is pretty sub-par until you get him his 3rd ascension and get his bond up to 10. Then he suddenly transforms into the best 4* in the game and is actually better than most of the 5*'s. But, you have to lug his ass around until then. So if you're looking to play this game longterm and are willing to devote the time necessary to getting Herc to the top, then he's the best choice.

Not having Herc doesn't mean you'll never beat bosses or so on. Asterios for example can utterly buttfuck Goetia in a variety of ways for example. You can actually beat him with nothing but 1* servants (Asterios, Mata Hari, Asterios support), although all need to be lvl 5 NP.
