Julia's good because her color and stat spread make her very anti-meta.

She's one of few counters to Reinhardt that you don't need to build to specifically counter Reinhardt, her tome deletes any Dragon whenever they show up, and G Tomebreaker lets her duel other Green Mages effectively. She's also strong enough that, with a proc ready, she can meme on Red Mages that try to mess with her if need be in the right situation.

Her +Spd Boon gives her +4 instead of 3 too, which is honestly very nice for her since she reaches 33 Spd with Fury in that case. She's basically the perfect bulky mage.
