Why doesn't Blizzard use neural network to create a matchmaker? It costs jack shit to install, basically the only resourse they'd lose is time.
Then just feed it users ratings, determine who likes what, determine which type of player works best with which, and let it form groups for competetive.

Pros:
Actually working, dynamic system that favors all types of players
Literally costs nothing to get going
Keeps getting better and better the more information you feed to it
Cons:
Will take some time to set in place

Potentially, this shit could be the best matchmaker ever, so why the hell do they still use steady algorithms that fail time and time again, bringing you those wonderful streaks of games when you run into one thrower after another?
