I'm about to get my license (Europe) and I have 100k$ max to spend on a car. I'm 27 years old and consider myself to be mature enough to not do dumb shit on the road.
My parents and friends are telling me to get a car that is under 230hp for security reasons, and I'm okay with that, but what if I would want to go for a 400hp car? Would it be too dangerous for a beginner? I don't know much about cars, but I would like to have a nice-cool looking one because I can afford it, and not go for a Mini or something like that.
Any advice/help would be appreciated.

$400 hp is too much. You need to learn to respect that kind of power or you’ll kill yourself and you can really only learn it by feel. No way around it.
I would say 300 or lower as a cut off You get a light weight car and 200-250 hp will be plenty to have fun. Porsche 986 boxster Mazda Miata BMW 135i (careful 303hp) 2010ish Camaro (also 300hp).
If you feel like spending more than 10-15k for some reason and are a euro poor get a corvette stingray. It’s powerful (450 hp) but tuned for grand touring (highway comfort driving). It’s got better traction control than most track oriented cars (where most don’t want it) so you don’t kill yourself. You can sell it as a corvette basically for safe and comfortable road use over track use.
If you go for the vette YOU WILL lose the back end of you are not used to driving with that much power. Even at 300 hp this happens.
You will also need to get used to switching to winter tires because the car won’t grip off season.

if it snows where you live, don't be an idiot and use all seasons, buy a set of good winter tyres (nokian/michelin/continental, not some chinese crap)

making a genuine suggestion here go for a Ford Sportka, I had one as my first car and I could not have had a better car, it grips to corners like superglue and you won't feel overly bad when you inevitably crash it
