so I've guess according to this is that the client who is responsible for hash checking each piece it downloads, but keep in mind (as it the case with the torrent in questions) it has 1600 pieces of 1MB, if you were downloading at least at 1MB/s it would be pretty cpu intensive

but data corruption just happens sometimes (as it was the case with that 7z/rar war back some days)
it is indeed pretty rare with torrents, it happened to me once though
basically data gets corrupted somewhere along a line, and starts being spread, if you were to check the torrent it would identify the error and redownload that part
eventually all healthy seed could leave the swarm leaving only seeds with corrupt data left, resulting in a torrent that cannot be completed with good data
