How do I make myself continue leveling? my highest level character is level 66 and I'm burnt out. How do so many people have multiple max level characters? are they all autistic? Or do people just dump a bunch of money into character boosts?

It's more like "open your mind and your ass will follow". You want a high level char, you need to sit down and level up, no matter how annoying and boring is it sometimes. Or pay 60€ for the boost goy, bargain at any price, hehehe.

I usually try to quest in other zones that I havent quested before in and immerse myself, as well as ddoing dungeons on the side

In the 7.3 PTR files, that armor is listed as Kul'tiras leveling armor, such as Inv_boots_cloth_kultirasquest_b_01.
This is the same style of listing as other armor pieces currently in game.
