It depends on how the entire thing plays out.
If Altera doesn't run around blindly and uses her superior intellect she can win. Especially if Arthur is a mental wreck like in FSN and F.Z
However: If Arthur is in great condition things will be a lot harder and the thing could also turn into a neverending stalement resulting into everyone around them suffering which could result into either of them getting weaker.

How does NP charge regarding >100%? I know 200%/300%/etc gets a huge bonus, but what about in between like 150%? Is it a waste of 50% or does that 50% equal 50% more?

B usually doesn't give much NP even with A
