That's a byproduct of the creation process for the character, I think. Originally there was only Genji, then Hanzo was born to basically house the abilities they wanted to strip away from the character.
That said I still there there's something there, all it's missing is a third character to provide what's missing: A loyal, evil Shimada to serve as a counterpoint to the viewpoints of both Genji and Hanzo and maybe even force them to develop together as siblings.

HOW TO PROPERLY BUFF ROADHOG POST-NERF:

Just remove falloff and Road would be fine on most accounts. At the moment, the low damage max at 150 point blank, on top of the falloff he receives at short distances makes his damage output abysmal at all ranges, so even if you get a clean Hook and shot combo, the enemy can just get 5 meters away and your spread and falloff won't be able to finish a squishy. Without falloff, he would have moderate burst damage up close with the 150 cap, good chip damage from afar given that his spread won't do much to non-tank hitboxes.

The only reason I think the Scrap Ball should have its damage removed is because that could put a layer of skill into Hog being able to erase squishies again. Pre-nerf, the Scrap ball did 75 damage. This meant a headshot would do 150 damage. If a Hog is actually skilled in lining up his shots on his hooked victim, he can get a 175 damage combo with the hook, and then throw in a melee for a clean 205 damage.

The Orange outline would let you know exactly who you're pulling in, just in case there are multiple people crowded and you need to know what character hitbox to try and line up the scrapball shot.

It makes it so you reward skill, and still allow hog to have his job of punishing bad positioning and being a counter to flankers (a hug problem with the dive meta).
