Do you have a 3DS? If not, then get one. As much as I love the Vita, the 3DS is the superior handheld. If you're tired of the 3DS then sure, get a Vita. I was slightly disappointed with it, but I definitely don't regret buying it.

Just whatever you do, don't fall for the PS TV meme, just because it's cheap, doesn't mean it's worth it. You'd be opting out for playing games at an unintended higher resolution, and unless you hack it, it's not compatible with every game. What games do you have in mind as your first purchases? Personally, I recommend the Vanillaware games, P4G, Hotshots Golf, Miku, Tales of Hearts R, EDF2, & Disgaea 3/4 as some solid titles to pick up first, and then you can suffer wasting your pay checks on more and more games you'll probably never beat/play.

The newer versions look nicer, but yeah I get what you mean. Still, in terms of library it's an incredible console, considering you can play all 3ds/ds/gba games. Personally I also think it's comfier to hold than the Vita.

Pretty much all Sony first party games have the text option. For french dubs, it's less common from them. Killzone had dub/subs for sure, I think uncharted had french dub too but it's been a long time so I don't remember. Pretty sure Wipeout 2048 had both too but not like that matters much. Hotshots has french text but only English dub. Borderlands 2 has french sub and dubs, as does Resident Evil Revelations 2. Xcom is french dub/subbed Tales of Hearts R also has french subs but that's JP audio only. Oreshika has french subs but JP audio only Freedom Wars has french text but JP audio only Ys VIII is supposed to have french subs too but I'm unsure if they're going to french dub it though that's highly unlikely. God Eater Resurrection and God Eater 2 Rage Burst are french subbed but English only dub.
General rules of thumb: Bamco usually has french text Sony usually has french text and audio if it's an RPG, don't expect french text.
