I think he's a more complicated character than some would give him credit for, and part of the problem with tricky and contradictory characters like Goro is that 'Which is the real you?' is a thing that's in full effect. As you say it's not likely what we saw of him throughout the game was all lies and one has to consider that being unable to get revenge on his dad while the Phantom Thieves were all freed from their oppressors by using their powers is something that would piss him off a lot at the point of his meltdown, because Goro is in fact upholding the only justice he knows for himself: He either does what Shido wants him to do or he dies, and not a single one of his victims would have held their hands out of him so it's not illogical for a kid raised in such a horrible environment to process such a dilemma amorally.

I guess another issue is that some have the misconception that Goro didn't care about the people he victimized and everything was for the sake of his plan, but there's at least one occasion where he talks to Joker and wonders how the PT finds their villains along with noting how changes of heart and mental shutdowns are pretty similar, which shows he's troubled about his actions in spite of being desensitized enough to shoot a guard and Joker in cold blood later. That kind of quandary makes him a complex character so I'm sad that our insight into his character is largely dependent on interpretation currently.
