IIRC You will need ammo bags to replenish your primary such as the explosive bows or GL40. HE primary shotguns can pick up ammo from dead enemies like normal, albeit at a lower drop rate.

The GL40 picks up ammo too though. It also deals a shitload more damage than any HE shotgun does, you either have about 200 damage with a high damage shotgun, 120 with the medium ones and 80 with the lower ones, while the GL40 deals 1300.
