well, you could do a lot with 20k. if it were me? i'd buy an old datsun 240z because they're light as shit and then stuff a mitsubishi 4g63 in it and turbo the fuck out of it. destroke it and run it up to like 18,000 rpms. or for the dirt cheapest and ugliest, then get a 90's camaro/firebird and throw rods, pistons, heads, crank and bearings at it and a massive turbo. in any case, buy cheapcar, put big engine with boost = faster than you need. or spend that money on a litre bike and get that kind of speed stock.
