After beating Ameno you should be on high enough level to take on Izanami, however they had to shoehorn Marie's dungeon somehwere. Without all the bullshit gimmicks you would be able to rush it and that's not what they wanted.
oh and they took away the costumes because the scenes involving her have to be incredibly sad and dramatic and make you cry and seeing your party members in their swimsuits during such important moments would be disrespectful to your new favorite character
