Because I spent that on things I didn't have to - to make my car "nicer", more like new if you like. Basically, when I had a shitbox, my "mods" were fixing things. And it has the same result. Even better typically. I just think thats a really shit argument.
Cars cost money. If you want something nice you have to pay for it

It doesn't cost that much to fix unless you took it to the high-priced shops every single time something went wrong.

Those cars are to fix yourself and learn.

I got mine for about $3200. It was a 98 EX at 130k miles when I got it now it's about 215k but its not my daily driver anymore. I ended up getting an 01 Integra last year and that thing ended up being like what you said but it was my dumb decision of buying it. Biggest thing is to check the condition of it, I was just excited at finding a GSR at a reasonable price and ended up overlooking a lot of things and marking it off as "oh well thats not a big fix, I can fix that" etc. Ended up paying probably about half the price of the car by now plus I ended up painting the car which is a real time killer. My biggest advice to anyone buying a civic or a similar cheap shitbox is to not buy anything with mods installed. 9 times out of 10 if they weren't done by a shop they were done wrong or lazily.
