damage wise: absolutely, but everything else about it is iffy, like the size of it's AoE and CwC setups for it

at 100 dps, it takes 1s to kill a 100 hp monster

at 85 dps it takes 100/85 = 1.1765s to kill a 100 hp monster

Legacy was my first league and I only survived to 85 in HC on my 2nd character I made

100 damage * 0.85 = 85 damage, a 15% nerf
85 damage * 1.1765 = ~100 damage, a 17.65% buff

No reason to really play lowlife srs in 3.0 since poison is shit on united in dream and your ES is shit if you don't have a shield.

My plan is to try use ruthlessness and shock together with maim and other ways of debuffing the enemies with +incoming damage to be able to gradually ramp up my DPS with crits on the ruthless shock hits that even bosses should take up to 50% damage eventually because the DPS can't possibly go lower once you get a ruthless shock crit

With enough attack speed you'll EVENTUALLY be doing 50% M O R E damage to anything in the entire game
